Heat a skillet over medium heat. Add the ground beef with the garlic powder, salt, and pepper, and cook until browned, about 7 minutes, breaking it apart as it cooks. Drain the grease well.
Stack the corn tortillas, wrap in a damp paper towel, and microwave 30 seconds. Keep covered until ready to use.
In a large bowl, combine the cooked beef, black beans, drained Rotel, ¼ cup of the chopped onion, ¾ cup of the cheese, and ¼ cup of the enchilada sauce. Reserve a spoonful each of Rotel and onion for topping.
Line the air fryer basket with foil, folding the edges up to contain the sauce. Spread ⅓ cup of enchilada sauce across the bottom.
Fill each tortilla with about ⅓ cup of filling, roll tightly, and arrange seam-side down in a single layer. Do not stack. Work in batches if needed.
Pour the remaining enchilada sauce evenly over the top and cover with the remaining cheese.
Lay a loose sheet of foil over the top. Cook at 350°F for 8 minutes.
Remove the foil and cook 4 to 5 minutes more, until the cheese is melted and the edges are golden.
Transfer to a serving dish. Top with the reserved Rotel and onion, sliced jalapeño, and any toppings you like.
