Heat-treat the flour. Spread the flour on a baking sheet and bake at 350°F for 5 minutes, or microwave in 30-second bursts, stirring between each, until it reaches 165°F. Cool completely.
In a large bowl, stir together the melted butter, brown sugar, and granulated sugar until smooth. Stir in the vanilla.
Fold in the cooled flour and salt, then the mini chocolate chips. Mix until a thick dough forms.
Refrigerate the dough for 15 minutes.
Lay a wrapper in a diamond orientation. Place 2 tablespoons of dough in the center and shape into a log. Brush all edges with water. Fold the bottom corner up, fold in the sides, and roll tightly. Press firmly to seal. Repeat with remaining wrappers.
Spray the air fryer basket and the egg rolls lightly with cooking spray.
Arrange seam side down in a single layer. Air fry at 350°F for 5–7 minutes, flipping halfway through, until golden and crisp.
Rest 2 minutes, then serve warm with ice cream or a dusting of powdered sugar.
