Mix the flour, baking powder, baking soda, salt, sugar, milk, sour cream, eggs, melted butter, vegetable oil, and vanilla extract in a large mixing bowl. Mix well.
Spray your donut pan with non-stick cooking spray. Then pour the prepared batter into the donut pan, filling about 2/3 way full. Set the pan into the air fryer basket for 10-12 minutes, at 320 degrees F. (air fryer setting) Allow the donuts to cool before icing them.
To make the icing: In a small bowl, mix the milk, powdered sugar, sugar, and vanilla extract. Mix until smooth.
Then dip the donuts into the icing and then scatter the Fruity Pebbles on top.
